The need to upload a delivery proof to mark the order as delivered

It would be better to be able to mark the order without having to upload the delivery proof, but requiring the delivery proof uploaded to release the money, i’m not sure if a buyer can leave feedback while order is not yet marked as delivered, so buyer might leave the website before the seller uploads & marks as delivered, because they have no reason to keep the page open if they have received their order.
